The 15-person executive board is elected annually according to the by-laws and serve a single year term. The board is charged with coordinating events and benefits for the chapter and representing the interests of the federal workforce with both the Regional and National Office in Washington, DC.
James V. Cappa, the President of Federal Managers Association Chapter 14, has dedicated over 40 years to the Gig Harbor community and has built a robust career in government service since 1994. Beginning at Puget Sound Naval Shipyard with Shop 72 Riggers, James has progressed to a leadership role in Nuclear Reactor Servicing and now serves as the C/350 Off-Hull Assistant Production Superintendent. Jennifer Froderberg, Vice President, has dedicated over a decade to PSNS & IMF, starting as a Hazardous Waste Disposer with Shop 99, including assignments in Japan. She progressed to a Program Analyst with Code 760 and currently develops metrics with Code 724. Jennifer values quality time with her goddaughter and nephew, enjoying fishing and bonfires at her family’s beach house. Tyler Lucke, Vice President, has a rich background deeply rooted in the Navy. Growing up as a Navy kid, Tyler lived on various Navy bases, gaining a unique perspective on military life from a young age. After moving to Washington in 1979 and attending Central Kitsap High School, Tyler embarked on his professional journey by joining the Shop 31 Apprenticeship in 1991. Surviving numerous restructuring phases, he began his involvement with FMA eight years ago, advancing from Shop 31 representative to trustee, and now Vice President. Tyler’s dedication to advocating for federal workers is evident in his contributions to key legislative successes, including Self-plus-one health insurance and the reinstatement of full Per Diem reimbursements. Steven Kyle Denton, Vice President, is a seasoned leader with over 20 years of experience in various sectors. He currently serves as the PSNS&IMF Representative to the Strategic War Room at Naval Sea Systems Command and the Production Transformation Manager at Puget Sound Naval Shipyard & IMF. Kyle has played pivotal roles in digital transformation, innovation, and leadership development. An accomplished academic, he is pursuing a Ph.D. in Leadership Studies from Gonzaga University and holds multiple degrees and certifications. Vincent Stamper, Treasurer, was born in Seattle and raised on the North Oregon coast by teachers, where he developed a strong sense of public service and respect for the sea. After enlisting in the Navy and completing Nuclear Power School, he served on the USS Louisville and other fast-attack submarines. Transitioning to civil service, he is now the Innovation Manager at IMF Bangor. Married to his high school sweetheart, Carrie, with three children, he enjoys restoring a 1928 motor yacht, Fifer. Nichole Sawyers, Secretary, is married with three children, and joined FMA in 2018 after a pivotal visit to Washington, D.C. She is dedicated to fostering community involvement and encouraging others to share her passion for federal workforce advocacy. She continues her service to the public sector as the Administrative Director for the Poulsbo Fire Department. Roger Gehring, Membership Coordinator, was born and raised in Kitsap County. He is a third-generation PSNS employee, graduated from South Kitsap High School in 1986 and began as a Shop 56 Pipefitter Apprentice at Puget Sound Naval Shipyard in 1987. Advancing through the Nuclear Program, he became the Nuclear Director in 2014 and now serves as the Nuclear Assistant Project Superintendent on the forward deployed carrier project. Michael Myers, Trustee, was born in Norfolk, VA, with a rich Navy heritage. He spent his early years in Williamsburg, where his father worked as a barber. In 1975, his family moved to Gloucester, Virginia, where he graduated from Gloucester High in 1984. After working at an embroidery factory, he began his pipefitting career at Newport News Shipbuilding, later transitioning to Norfolk Naval Shipyard. A TDY trip to Puget Sound Naval Shipyard in 2009 led to his relocation there in 2010. He remarried in 2015 and enjoys life with his wife Courtney, their children, granddaughter, and dog Rhino. Ben Taylor, Trustee, was born in Germany and raised in Kitsap since the age of three, where he graduated from Bainbridge Island High School in 2004. His career path shifted from power plant management to becoming a licensed journeyman electrician after the birth of his daughter. In 2012, he joined PSNS as an apprentice, eventually becoming the Maintenance Electrical Supervisor for S/06M. Currently, he serves as a Project Manager with C/980S and is an active FMA board member. Dawn Kegler, Trustee, was born in Michigan and is a retired Navy veteran with 21 years of active and reserve service. She has 23 years of federal service and moved to Washington in 1996 with her first duty station on the USS Sacramento (AOE-1). Post-active duty, she worked for Lockheed Martin and deployed to Kuwait in 2006 for Operation Iraqi Freedom. Currently, she is a Contract Specialist at NAVFAC NW FEAD Bangor, managing complex construction contracts. Recruited to FMA while working in Code 440.12, she has gained confidence and skills through FMA interactions and activities.
